The
hawser cutter is a device used to cut the hawser line near the mast of
the wrecked ship after all the passengers have been safely transported
to shore by the breeches buoy.  The device is designed in such a way
that it can be placed on the hawser, pulled freely out to the wreck of
the ship, then when pulled back toward shore by the weather whip line,
the cutting blades inside the cutter engages, freeing the end of the
hawser from the ship without much loss of line.
Cutting arms move freely – Key can be inserted and removed freely – Hinges open and close without rubbing
